Overview
We are looking for an amazing Director of Finance and Administration to join our team. The Director of Finance (CFO) oversees and strengthens the financial administration systems of Saulteau First Nations (SFN). The role also ensures the protection of Saulteau First Nation’s financial activities and leads in the implementation and adherence to the Financial Administration Law of SFN. To meet these objectives, the Director of Finance oversees all the activities associated with accounting & finance, information technology, human resources, and occupational health and safety. This leadership level role contributes to the stewardship of the financial resources of SFN in ensuring the long-term financial sustainability of the community. What You’ll Be Doing
Oversight of Financial Operations
- Plans, organizes and supervises finance-related functions for SFN, including general accounting, policy development, cash management, budget, audit preparation, forecasting revenues and expenditures, and related compliance.
- Ensures safekeeping of all money received.
- Performs final reviews of working papers and Public Sector Accounting Standards (PSAS) compliant financial statements for annual audit; schedules audit and work with auditors in answering questions, providing necessary information and explaining accounting/financial system; reviews audit results and implement necessary/recommended internal controls and/or other revisions.
- Reviews and signs off on supplementary financial statements, prepared internally with Caseware, as per funding arrangements.
- Reviews integrated planning reports, including annual and multi-year budgets, and presents to the Finance & Audit Committee and Chief & Council for approval.
- Performs final review of monthly and quarterly financial statements/reports and presents to the Finance & Audit Committee and Chief & Council for approval.
- Reviews variance reports for compliance with approved budget.
- Oversees the completion of internal control audits; facilitates changes to the controls when an error, or the potential for an error, has been identified.
- Develops and maintains SFN’s financial policies and procedures.
- Oversees financial accounting, payroll, and benefits processes to ensure compliance with related legislation.
- Notifies and reports to the Executive Director and/or Chief & Council concerning any trends that are critical to the SFN’s financial performance.
- Manages any outsourced financial activities.
- Holds signing authority for other SFN related entities as approved by Council and the board of Directors.
- Holds secondary signing authority in the absence of the Executive Director.
- Reviews the Life-cycle Management Program.
- Performs any additional routine or non-routine duties required by the Financial Administration Law, such as special purpose reports.
Oversight of Other Administrative Operations
- Oversees the IT, and HR & OHS departments.
- Assists in setting standards and outcome expectations for the above-noted departments.
- Collaborates with direct reports to plan, organize, and supervise the implementation of Strategic Plan objectives.
- Provides strategic advice to committees, directors, and managers at all levels regarding finance, information, security, and confidentiality.
- Develops and maintains policies and procedures related to the above-noted departments and the membership.
Management of Program Staff
- Participates on recruitment team and trains and manages direct reports.
- Monitors performance of staff and ensures a healthy and safe work environment.
- Conducts regular performance appraisals, providing constructive feedback and managing performance as required.
- Encourages staff professional development and team building.
- Acts as liaison between upper leadership and departmental managers and staff.
- Provides positive leadership to all staff, encouraging a team approach, professional attitude, personal wellness and good management-staff relations, always modeling best practices in this regard.
- Maintains a positive image and professional working relationship for the Saulteau First Nations with industry, government, other First Nations, non-governmental organizations, staff, SFN members and others.
Required Qualifications and Experience
- Master’s degree in business and CPA designation (current) with minimum three (3) years experience in managing a complex, multimillion $ budget and minimum three (3) years experience in preparation of financial statements, internal auditing of transactions and use of accounting software.
OR
- Bachelor’s degree in business and CPA designation (current) with minimum of five (5) years experience in managing a complex, multimillion $ budget, and minimum five (5) years experience in preparation of financial statements, internal auditing of transactions and use of accounting software.
- Minimum four (4) years progressive managerial experience.
- Experience using Sage Intacct, Caseware, and Jazz-it software, or similar software, is an asset.
- Criminal Record Check and Financial Checks, with results acceptable to SFN.
Required Knowledge, Skills, and Abilities
- Thorough knowledge of Public Sector Accounting Standards (PSAS) and Accounting Standards for Non-profit Organizations (ASNPO).
- Thorough knowledge of accounting practices within a First Nation environment, including grant and fund accounting, is an asset.
- Knowledge of strategic planning, organization, development, and implementation of strategies, programs, and services.
- Skilled in the use of technology and proficient in the use of Microsoft Office.
- Excellent communication skills, including the ability to negotiate and collaborate with multiple parties to reach mutually agreeable outcomes; ability to deliver persuasive presentations to diverse audiences.
- Skilled at effective delegation, training, mentoring, and performance development of staff.
- Skilled at problem-solving and decision-making, particularly regarding contentious and sensitive issues.
- Ability to maintain a high level of confidentiality
- Ability to establish and maintain productive and trusting working relationships.
- Ability to perform with integrity, courtesy, tact, and diplomacy even in the face of stress or demanding workplace conditions.
- Ability to prepare high-level written summaries and recommendations for review and decision-making.
Work Conditions
- Salaried position (exempt from overtime). Salary range is: $123,430-$150,860.
- 37-hour work week.
- 8:00 a.m. to 4:30 p.m. in the office on the reserve in Moberly Lake with a 30-minute unpaid lunch.
- Hours are Monday through Thursday, and part days Friday.
- Travel may be required within SFN community and surrounding community.
- Short-term provincial and/or national travel may be required.
- We offer fully paid health and dental benefits and a 5% RPP matching.
- We also offer a professional training and development reimbursement of $3000/year.
- We also offer two (2) weeks off during the Christmas shutdown.
